Can a substation be located in a basement?
In case there is only one basement in a building, the substation/switch room shall not be provided in the basement. Also, the floor level of the substation shall not be lowest point of the basement. Ideal location for an electrical substation for a group of buildings will be at the electrical load centre.
Can a substation room be a transformer vault?

Where should a substation floor drain be located?

Locate the floor drain in front or behind the middle of the substation and tight to the front or rear wall. Provide a backwater check valve for the floor drain. Locate the check valve outside of the room.
