In the case of Vietnam, solar PV power, including rooftop solar, has witnessed a dramatic growth in the amount of installed capacity in the period from 2017 to 2020 (Vietnam Electricity, 2021b).
How many solar PV systems are installed in Vietnam?
More than 100,000 rooftop solar PV systems were installed in Vietnam in 2019 and 2020, an extraordinary achievement (Electricity of Vietnam, 2020). While most of the ASEAN countries share similar opportunities, they have yet to experience the rapid progress in solar and wind development seen in Vietnam (Fig. 1). Fig. 1.
Would Vietnam have experienced a runaway growth in solar PV installations?
It is fair to say that Vietnam would not have experienced such runaway growth in solar PV installations if reverse auctions had been the only procurement mechanism. This is because it is unlikely that the government would have procured such large quantities of new power generation capacity so quickly through auctions.
How has the FIT price mechanism impacted solar power systems in Vietnam?
The oversimplification of the FIT price mechanism issued by the Vietnamese government has led to uneven development in the installed area of solar power systems, as the majority of grid-connected solar power systems are concentrated in the central and southern regions (Le et al., 2022).
Does Vietnam have a solar policy?
The Vietnam government has promulgated many incentive policies to promote rooftop solar development, due to electricity supply–demand pressure and Vietnam’s net-zero emissions commitments. Although the impact of these policies is tremendous in increasing solar energy capacity, the latest policy for solar power expired at the end of 2020.
