Are outdoor power strips safe?
Unlike indoor ones, outdoor power strips can weather water and other environmental concerns. Given this, you should not use those for inside to outside use to avoid hazards brought upon by environmental elements. This is a temptation you should avoid.
How much power does an outbuilding need?
What you plan to do in the outbuilding will dictate the power required. If all that is needed is a socket or two and some lighting, then the power requirements are fairly modest, a 13A supply would probably be more than adequate.
Would a 240V power supply cause a shock risk?
Given it would be connected to the live side of the supply via all your appliances, and there would be no current flowing, the potential of the neutral and earth (and by implication the metal cases of all your appliances) would tend to rise to 240V. This obviously raises a serious shock risk.
Can a cable be used outside?

Twin and Earth cable can sometimes be suitable for use outside, although generally it is better protected inside conduit or trunking. Note however that it is not robust enough for direct burial.
Can a power strip get overloaded?
Not all, and even if surge protection is present, the power strip can still get overloaded if you plug in too many devices. Given this, you should use them sparingly as they are not designed for frequent extended usage. Power strips have inherent capacity limits.
Can a power strip get Wet?
Like other electronic devices, a power strip should not get wet. Electricity and water should never be near each other; this is a no-brainer. If you disregard it, you risk compromising yourself and everything plugged into it. Unlike indoor ones, outdoor power strips can weather water and other environmental concerns.
